I believe this quote to be similar to "Elementary, my dear Watson". Just as that phrase never appeared in any of Sir Arthur Conan Doyle's work, I also believe that the quote at the top of the page never came from Laozi.
The quote is not listed for Laozi under any reputable quote website such as link. Also, prior to 2001 there is not a single mention of the quote.
So, OcUK detectives, I give to you the challenge of either finding a source linking the quote to Laozi, or finding who created it and where it originated from. Have fun!
