who manages it and how is it done?

forums.overclockers.co.uk is blocked(smartfilter) from work but the above isn't, presumable due to being a different URL constantly.

the only other time i've seen that done it was a complete copy of the forum on another server.

Its an addon domain.

Anyone can buy a domain and point it to any server they like

(There are restrictions, including nameservers etc.)

I believe it was used as an additional domain, but then expired and was renewed by a member. The A record of the domain points to the same place as forums.overclockers.co.uk, as shown above
