Installed it fine yesterday on my machine with no issues other than the installer wouldn't see all available drives, but other than that no issue.
Did you get this installed?
If not, does it give any errors? If the installer itself doesn't give any errors, check the windows event viewer and see what errors occur at the time of the install attempt in both the system and application logs.

You are having seriously bad luck with your new PC.
However, the problem with the install might not be a PC problem. Oculus still has issues when been installed on Windows 11. It's sometimes necessary to disable driver signature enforcement while installing the Oculus software and turning it back on when finished.
