OCZ Mod XStream PSU // PROBLEM

I have the OCZ Mod XStream PSU in use with a Maximus Formula motherboard.. Whenever I try and turn the mobo on, Most of the LED's flash once and then turn off.. I then turn the PSU off at the back and can still hear a constant buzzing sound.

Is this a sign to RMA it? Or is this normal.. I'm trying to figure out why my mobo keeps cutting out.
 
Disconnect the PSU form the mobo and use a paper clip to short pins 14 and 15 together, green and black wires on the 20/24 pin connector and see if the PSU spins up.
 
I'd try what IAmATeaf said..and stick a fan or something it to give it load.

If you have a voltmeter then you could also measure the voltage on pin 9, purple wire, it should be at around 5v with the PSU plugged into the mains. When you then short pins 14 adn 15 the grey wire, pin 8, should then ramp up to around 5v to indicate to the mobo that the PSUs runing fine, if this drops or doesn't rise then the mobo will think the PSU is bad and won't power up.
 
Isnt that dangerous? Sticking a paperclip into a 900w 24 pin connector and firing it up? o.O

edit: ok I jump started it.. all my fans are spinning except PSU fan.. PSU fan leds are not lit also..

I can see the PSU fan trying to spin.. it moves to and fro like half a cm.

EDIT 2: Ok.. so after a minute or so of trying to spin.. it's now spinning.. not the fastest Ive ever seen a fan spin but still.. The LEDs are also still unlit..

No, thats what your power button does on your case, shorts them pins together via the mothboard.
The power supply sends a signal down one lead and is waiting for the signal to be sent back.
