Odd camera related query

I don't really know where this is meant to go, so I'll ask here first.

Basically if you have a conventional camera attached to your PC using some form of TV card can it be setup to work like a webcam?

And is there such a thing as SCART in on a PCI Card? (I'm guessing no, but I'm happy to be proved wrong).

Looking at setting up a live feed with an underwater camera and so far that's the biggest grey area of it.

SCART I haven't seen but there are plenty of video capture cards out there with s-video and/or composite so you can capture the video output of just about every video camera out there.

Oh ok - do you know anything about using a normal camera in the same way that one does a webcam? Is there software to allow you to do it?

Turns out the camera has normal Coax out so that's a bonus.

I have a normal Mini DV Camcorder and I can use it as a web cam.
