Odd characters in email from Japan

A friend is making their way to NZ and have stopped off in Japan. They sent an email via their Hotmail account but I recieved the following gibberish

Hi, just to say we@‚ˆ‚‚–‚…@arrived@okBplease@‚ƒ‚‚Ž‚Ž‚…‚“‚”‚‚ƒ‚”@meBMartha@has@the@‚Ž‚•‚‚‚‚…‚’@i‚‚•‚’@‚‚ˆ‚‚Ž‚…@‚Ž‚•‚‚‚‚…‚’jD

Does anyone know how the heck I translate this?

they've arrived ok, and martha has the jack daniels?
