Odd delay at startup.

Whenever I press the power button on my computer, the powersupply fan does not start, and there is no display. It sits like this for around 15 seconds before the power supply fan starts, and the monitor switchs on.

This only started after a I flashed my Bios with an update from asus, i've since flashed with a custom bios, but the same problem occurs. Any ideas?

spec:
Q6600 at stock
Asus P5Q Pro
4GB G skill
ATI HD4850
and akasa 460W PSU.
 
To state the obvious it's the bios ? have you tried clearing cmos and resetting your settings ?
 
Well im still using the custom bios, but I had the same problem with the other bios too. I cleared the cmos using the jumper on the board but the same problem occurs.

Another thing thats strange, the CD drive read light, and IDE LED are both on constant, but the power LED isn't on at all. Then when it starts up properlly, they go out and the power LED is on. Im worried flashing my bios the first time somehow went wrong?
 
have you tried reflashing the original bios (that you obivously made a backup of)

also could be just reaching the limits of that power supply, tried swapping out for a c2d, taking out some memory and/or lower power gfx card

maybe time to upgrade the power supply or even a 45nm quad
