Definitely Windows update temp files. Safe to delete.
Another quick tip while I'm at it:
Look in the C:Windows folder and open a folder called "Prefetch".
This is where files you have used build up in a sort of library of shortcuts to allegedly speed things up. It works for a while but soon gets cluttered.
Delete everything in it, run a disk clean up then a defrag and finally restart your machine. Your boot up times will improve no end.
