Odd gfx card Issue

I have 2 X asus 280x in crossfire. Planned on switching them around the pcie slots but for some reason 1 won't display in the main x16 slot. Tried both cards separately in both slots and confirmed this was the case.

Both cards work in 2nd pcie slot, 1 works in bothe but the other refuses to display anything from any port attached unless it's in the x8 slot. Any idea what's causing this?
