odd graphics card power behaviour

Noticed my rx 580 wasn't acting as it should in games. power usage was way down on normal and thus frequency and fps were stupidly low.

Recently bought a 5700 XT and the same thing is happening. Fine in firestrike and superposition but the division 2 its being really odd. Benchmark only gives 54% GPU usage while in game if I look at the ground it powers normally and has a high frequency but if I look up the power/frequency goes down.

Is it just with TD2 or other games as well?

First thing I would try is DDU the drivers and do a complete reinstall of the latest.

Also use division 2 with dx11. Dx12 at the minute I think is a bit borked.
 
DX11 - done drivers with DDU still the same. Did the same with Mirror's Edge when my son was playing it with the 580. Was fine before. Tried a different PCI-e slot and the same thing happens.

Only other things I could suggest is ensure everything in the system is benchmarked and performing as it should. Memory, cpu, drives, gpu etc.

I’ve has similar in the past but usually DDU/clean driver has sorted it.

If everything above is good then I’d say it’s something off software/driver side so maybe it’s time to switch to win 10 or reinstall Win 7.
 
I can only assume my ryzen 1700 is bottlenecking the 5700 XT even though the CPU isn't 100%. Tried the 580 on another computer that has the same mobo and graphics card to compare. needed an extra 20% power to hit stock clocks in firestrike but was fine running the benchmark of wildlands (two cards scored pretty much the same). Earlier graphics driver so will roll back mine at home and see what happens.
 
Download Shadow of the Tomb Raider trial demo on Steam and run that benchmark, I can tell you for sure based off of that if it's CPU bottleneck and not something else.

That was my original thinking but it is a fairly powerful cpu. Cant see a 580 being bottlenecked by a 1700 even at 1080p.

Depends on what the game is using I guess so best bet would be to run a game and monitor the cpu usage across each core rather than just general utilisation.
