Odd issue with sound

Hi, I only notice this problem while I'm playing music which is the sound level fluctuates throughout any track. If I rewind the track back to where I heard the 'quietness' it happens at that point again. It's as if it was part of the track. I only noticed this happening when my landlord turned off the power to the house to fit something while my PC was powering down.

I currently have an X-Fi sound Xtreme Music card, which I replaced today as I thought that was the cause of my problems. However it didn't fix anything, so I now have a spare X-Fi card which has nothing wrong with it... I've listened to the tracks using speakers and a headset, and the same thing happens.

So what could be causing the problem?

Sounds like a volume limiter/normalizer in the software you are using or a speaker issue
 
Checked the software and made sure such option is off.

As said before, I've tried listening to the tracks using headphones and speakers and the same thing happens.
 
Apologies for bump but this problem is really annoying when I want to listen to music.

Any ideas people? Any way I can test to see if it is a hardware issue or software issue?
 
Ok this is bugging me now. As the sound seemed to work perfectly with the onboard, I believed it to be the PCI slots on the motherboard that were dodgy. I switched to another slot, it seemed to get better then it got worse again.

So I RMA'd my motherboard and installed a new one and reinstalled Vista. Guess what, I'm still getting the same problems. What on earth could be causing this problem? It always occurs at the same point of the same tracks. Could it be the PSU somehow not supplying enough power?
 
How mighty annoying. After all this effort, it turns out it is the X-Fi CMSS-3D option turned on which for some reason tries to make my music 3D and mess it up completely.

Epic sigh :(
