Odd PC Behaviour

Wondering if anyone has any ideas for me here, I setup my system a few weeks ago and overclocked it a fair bit, and it's reasonably stable. It passes prime, memtest, OTTC but I still get these odd things happen where my system almost pauses and takes a few seconds to catch up with what it's doing. When I try to launch something it freezes up for a few seconds and then bursts into life about 5 seconds later, even things like IE, the start menu, etc. Did a fresh XP install and still have the same problem, could it be because I'm not on the 64 bit XP version whilst running a 64 bit chip?

Spec below, any input would be most appreciated.

Intel 805D Smithfield 2.66 @ 3.8
2x1gb DDR2 533 Stuff
Asus A5WD2 Premium
BFG 7800GT
Tagan PSU
1x IDE HD
1x SATA-II
1x optical drive

Plain XP runs on 64bit processor fine if not even better :)

Tried installing & running any Windows optimization/etc programs like:
  • CCleaner (free here);
  • Diskeeper;
  • TuneUp Utilities 2006;
  • Ad-Aware SE (free here) also excellent Windows Defender Beta 2 (here);
  • & Updated Windows (here) including other software, drivers, etc
Before pointing the finger at hardaware!
