Odd question - pi = 3?

For some reason, a story just came into my mind where everyone had gone mad in this place (a space station perhaps?) because reality had got twisted because the leader had declared that it was untidy to have a value of 3.14 for pi, and therefore it would be a nice round 3 from now on.

But I can't remember anything about it. Does it ring a bell to anyone? It sounds very Douglas Adams to me, but I can't place what book it might be in.

In fact, I'm by no means certain it was Adams - or even that it was from a book!
 
I vaguely recall that there was a US region (state perhaps) that tried to enforce this by law, and it only barely got averted at the last minute when some scientists / mathematicians went to the government building to protest in person.
