And what is it with putting some on the heatsink base?

The instructions for Arctic silver 3 did say that you should rub a tiny bit of compound onto the heatsink, and the light haze was the indication you had the correct amount.

Wouldnt bother with the sellotape stuff though, the glue is likely to contaminate the surface. Just a thin line straight from the tube is best imho.

Havent really read the latest advice from Arctic to see if they still recommend prepping the heatsink in that way.

Ive just been looking at AS website and they recommend different ways for different cpus.

And with AS5 you do not run some into the heatsink, they really need to get AS6 out and get 1 good way of applying it lol.
