Odd Win7 issue

Whenever I boot into Win7 I get the loading Windows screen which then freezes, Windows is fully working except the graphics isn't being updated.

How did this happen I hear you ask? I suspect it's to do with my issues with CCC, various attempts at reinstallation of Windows 7 and CCC, drivers, updating Win7, you name it I did it. So I decided to follow something online, to remove CCC completely and then use driver sweeper, except since then I've had no graphics to look at. YAY.

I can boot into safe mode, attempted a system restore but had no luck. The ATI installer won't run properly in safe mode so I can't install any graphics there. Can someone please impart their wisdom and help me sort this out?
 
I've just reverted back to my fresh install ghost, it's a pain but hey-ho.

Saying that, I've been having issues since then too, I'm actually thinking it's hardware related now. I keep getting blue screens, random reboots without a blue screen, posting multiple times, I even turned the system on earlier and the fans started spinning but nothing else happened. I get various errors on chkdsk however the hard drives are fine, certain components fail to load sometimes in Win7.

I have been recently using a different overclock to usual for the past week or so, it seemed perfectly stable so I find it hard to believe that the past 2 days I've had all of these issues because of it, however I've reverted to stock settings for now to see if this fixes things, so far so good but that could be coincidence. To be fair I'm so completely fed up right now... :(
