The HDD(western digital black) and my optical drive(samsung) are both OEM parts, Do I need any more cables or will all the cables come included with with the motherboard/psu.

Also I noticed the OS is OEM aswell, What is included with that and I was reading somewhere you need to format OEM HDD's before use does that mean formating them after installing windows 7 on them?

The motherboard should come with all the cables needed (SATA) but you need to count how many drives you be using and check the manufacture website for amount of cables supplied with the motherboard.

The Software is tied to the motherboard it was originally installed and activated on and can't be transferred to a new a system, Retail can.

The drive your using for the Windows install, you will format during the windows install and the data drive can be added once windows is installed and operational (assuming your using 2 drives)
 
No format prior to installing OS, otherwise you will just wipe the OS you have installed.
Cables should come with your Mobo, OEM's are just plain wrpped, no fancy box's etc.

Just another quickie, I'm planning on getting the asus P8Z68-V and a 550W antec modular power supply. Will the asus come with all necessary cables and will a 550w be able to manage i5 2500k(small-mild overlocking), asus gtx 560 ti( no overclock) and 8gbs of ram and a optical drive and 1 harddrive.
 
The PSU will handle your setup fine.

The Asus will come with all the cables.
