Office lights not working

Anyone have any idea why these office lights wont work?

Tried changing the tubes, they still don't work

Checked that power is actually getting to where it should?

If there is the ballast may be dead. There isn't really much more in there to go wrong.

Normally the little starter thats dead if replacing tubes doesn't work.

From the picture, there are no obvious signs that it has one (which wouldn't be unusual).

Either there’s no electrical feed to the light fixture or the ballast has failed.

There's power to the unit, there's no starters, it looks like the ballast is dead.
