It seems so, it looks like Phenom II Quad @ 3.8 completes an A3 slightly quicker than twice the speed my Athlon dual completes them and as folding seems to scale well across cores I cannot see any benefit of spending the extra 50 quid or so. An athlon quad system wouldn't set you back a great deal. If you was to pay for a premium mobo allowing for 4 GPUs, you could put 4 even low end GPUs such as 8800GTs and be looking at roughly 24k PPD.
