Your hard drive (not specifically console) would need to connect to an internet connection, simple as. If your Xbox is banned or whatever from live, try putting the hard drive in a different console (a friends, maybe?) and download it like that.

You don't even need to go with a friends console. Since they let you use usb storage you can stick them there. Pretty much all patches are available elsewhere as they aren't tied to a specific console.
Download patch, inject into content/cache (depending on type of patch) folder of xbox formatted usb drive and away you go. Plenty of guides around, just search xbox game patch on usb.
