I might be buying a triple slot GPU sometime, but my soundcard is in the third slot.

Is it possible to use a offset PCI "riser cable" that plugs into the x4 slot and I can put the board in location lower down the board in a empty slot?

ADT-Link PCIe 3.0

Board is this

The NVME heatsink would get in the way so how would I get to fit? Unless I use a riser for the PCI backplate as well?

Those riser cables will work, but you'll need to place them somewhere else. If you want to only offset them on the motherboard, that won't work as there's nothing to mount them on.

Would getting an external Sound Card not be a viable option for your situation?

I use a Asus xonair, optical digital output to a AVR.

Just a PITA thought I didn't get a motherboard with optical output, as I thought HDMI audio out will work.

Why would HDMI audio not work? Because the AVR can not receive a 5.1 signal via optical? If so, I'm not 100% certain, but you can get HDMI-Audio Extractors that pull the audio stream into an optical output if you place it between the GPU and your display. The uncertain part is primarily on if your audio stream is 5.1, or if you use 4K displays, as these extractors are often cheap stuff and can mess with the display signal. Supposedly some more expensive ones can pass through the video without issue at 4K + HDR, but I've never tested one (as my displays at the time that needed the audio extraction were all 1080P).

Many motherboards also don't carry optical out anymore, so there was every chance you wouldn't have found a motherboard that had the features of what you got now, with the optical out unfortunately. And given the trends, likely won't come back to. So alternatives will need to be sought.

HDMI audio works but so does video, which means windows sets dual display- which I don't want as it sets 1440p to primary and 1080p on AVR as secondary and limits output to 1080p 1440p. Then with the mouse it scrolls over to the secondary "fake" display. I literally want to use what a BD player 820 has, HDMI 1 for video, with HDMI 2 for audio only.

The only solution would be to find a monitor with optical or ARC/E-ARC output, so I'd go PC--->Displayport---->HDMI ARC/optical out---->AVR

If I knew it would be a problem I would have bought the Asrock Steel Legend 650E instead of my riptide 650e

Put the soundcard in the bottom slot which is a physical 16x slot but electrically 4x. This never used to be so much of a problem as we used to have many more slots on our boards but now M2 drives have taken the space needed for pci-e slots.

I think given what was said, I think OP probably has fans or something on top of the PSU shroud section at the bottom of the motherboard, so that's probably why they wanted to extend it out and connect that way. Otherwise they likely would have used it already anyway.

I'm using the bottom slot for another card
