Offset voltage range, p8z77-v

I've oc'd my i7 3770k to 4.4GHz using the turbo multiplier, with an offset of +0.08 volts.

This seems to make it nice and stable at 4.4GHz (70-75 deg c prime95 1.245v) yet this has upped the idle voltage to 1.045.

What I don't understand is how you can adjust the voltage range applied, i.e. get the idle voltage down (so the temps down) at idle, by not applying the offset there, but raising the load voltage above standard (i.e. applying the offset under load).

Which bios option would this be?

Load Line?
CPU Current capability?

Everything seems to just be related to upping the voltage, not adjusting the range, or can't you do this?
