Top down view.

You have a squad of mercenaries and you go to islands and try to capture them.

Turn based and your guys have stats and you can pick up and modify item etc.

I think the islands are used form drug growing or something.

This was turn-based, kinda like UFO: Enemy Unknown, but top down.

Was mid-to-late 90s.
