Old PC Game help

I shall quote the post by my friend. I've been looking for ages and no luck.

enge. lol I remember the beginning of the game and also the intro before the main menu. Its a very old game from the 90s i guess. Im not sure but i guess it was a Isometric game. Probably one of that games from a cd that come together with a magazine. Only the demo was available :/
Intro: Its a city in the background and in front of the camera theres a board showing the population of the city then a nuke drops in the city. The board shows the population number rapidly decreasing with only some thousand survivors (1000 - 5000, dont remember exactly). The chaos starts, i remember some prisoners running in the usual orange clothes and some cops chasing them.
The Gameplay: The first mission you start in a room with some npc talking to you, the room have some soldiers using laser weapons guarding you. I think the character is being interrogated. After you leave the room you're inside a bulding with stair in the middle that leads to many floors. I remember the bottom floor have a room with some kind of a barrier that i coundt pass trough. In another floor theres a metro station that im supposed to get the train and arrive at the prison. In the entire beggining the player could start a fight, kill the soldiers and use their laser weapon.
Its like the whole world is in chaos and you have to kill everybody. I CANT REMEMBER THE NAME, and its killing me :( Please help me. Thanks
 
That sounds very familiar. I am not sure I will be able to help though. If it's any consolation this is going to drive me crazy, because I can see the game in my mind.
