Old Update Installed in Win 7 Sp1 system (kb2813347)

This has just been installed (11/11/2016) on my otherwise up to date Win 7 system. It seemed to hang first at 100% then after a reboot at 35% complete.

It finally installed after a 3rd reboot.

The puzzling thing is the update was issued in 2013 and was said to be not required for Win 7 x64 Sp1 (which is what my system is).

I have checked all installed updates and cannot see this as some very early failed update, or see it at all in the previously installed updates?

Has anybody else had this recently pop up as a required update?

I cannot find it on my update history.

I am using windows 7 64 bit as well but his may not appear for me as I make my own iso's and normally slipstream them in to the install disk so the ones on my list are only ones that its downloaded and installed.

checked for updates and nothing came up

I have had no updates from Yesterday as Windows updates are normally released on Tuesdays

I've had this update - installed on 21/10/2016 which is a day after I installed the OS (Windows 7 x64 SP1)

Perhaps Microsoft think that it is now needed for Win 7 SP1 and pushed it out for those without it installed? My Win 7 was installed / updated to SP1 at least a year ago.
