His fastest time is 10:25 this season which didn't even meet the qualification standard. Unless he's juicing again I expect/hope him to flop.

They just said after Chambers run that it was a legal time due to the wind speed of +2. If there's too much tail wind do the times not count?

Yeah - the wind speed limit for sprints (and jumps) is +2.0 m/s exactly. If it's higher, then you can still qualify/win, but the performance won't count for record or PB.
