What job would that be? They weren't Police. They were designated London 2012 TST (Torch Security Team) officials who just happened to be police members but NOT police officials. They were off-duty and out of uniform. If they were on-duty and fulfilling their duties as police, then they'd be called police. That bloke was on a public highway, and even though he may have gotten close to a lump of flaming aluminium, it wasn't closed to public access and they had no recourse to bundle him to the ground like they did.
But hey, don't forget that we are the country that allowed Chinese government thugs to police our streets during the Olympic Torch's jaunt around this country in 2008.

The TST ARE police. They are all employed by the MET and seconded to a team for this event AS POLICE.
As for them being heavy handed - I personally don't think so. All they have to go on was the event where someone tried to grab the torch off of Connie Huq (sp?) the last time. This is what can happen if the police are less physical. He was then kept on the ground until the torch bearer was far enough away, again what I would consider to be normal tactics.
