On ADSL2+, is this the max for my line?

That looks spot on.
I have very similar stats and connect at the same speed.

If you download the DGteam firmware for your router and tweak the SNR you might be able to get a little extra speed.
 
Yeah 10-11MBit is the very max downstream you will get with a 40db downstream Attenuation - which gives you just under 10MBit/s actual useable speed.

You might be able to squeeze a little more upstream out of it if you reconnect at the right time of day (i.e. around 9-11am).
