On Screen Keyboard

Hey guys, awhile back I enabled the on-screen keyboard in the login menu (didn't have a keyboard handy) no whenever I login the first thing to pop up is the on screen keyboard! I cant disable it any suggestions how to stop it on start-up, I've checked in start-up folder and msconfig, its not listed

edit: yeah I do have vista,
