On what FS should I install grub??

Some how I am unsure, been using SuSE/OpenSuSE for years, but Grub had a error 21 earlier today & I am reinstalling Ubuntu. It is being a pain about installing Grub. A error pops saying "execute grub-install /dev/sda7 failed" What petition should grub go on?

/dev/sda

You want to install it to the MBR (at least, that's how I do it in Arch).

Ubuntu 8.04 was being a real pain, grub wouldn't install, not sure why. I have the latest Ubuntu & it seems fine. Now at times it freezes, one time I was downloading & looking at resolution options, the second I was organizing bookmarks. Had SuSE for years & Ubuntu has given more headaches in two weeks then SuSE has ever. Besides the probs. I love it.
