Onboard & Graphics card power consumption

I recently bought an energy monitor where by it tells you the amount of watts etc you are using. I decided to take my graphics card out to see how many watts I was using without it and obviously the amount of watts on idle dropped.

So basically I though why isnt it done so that when you are on your desktop and not gaming your pc switches to onboard graphics. Then when you start a game your graphics card turns on boots up as well. This must be possible to do and so would save on power usage.

Any thoughts?
