I've just noticed over at www.eclipse.org that they are preparing something they call Callisto. This is 10 seperate sub-projects all realeasing at the same time. It seems they are not packaged as a single download. But using Eclipse' inbuilt downloader it should be pretty easy to get everything down.
Although they say it's not intended to be the start of an all-encompassing IDE, it does look like it's going that direction. Certainly with the WTP, JSF and other sub-projects all bundled in it starts to become a really viable alternatove to IDE's such as IBM's WSAD and RAD.
