Ongoing issue at work.

Back in July last year i put a transfer in for the opposite day shift as i work 4 on 4 off. I did a lot of overtime for the opposite shift and asked the shift manager could i join his shift as he had 2 vacancies, he said however i would need to put a letter in for HR. My current manager told me verbally there would be a six week review and said he would need a replacement, he said he had no problem with me moving providing he get's someone. However 6 months down the line. No-one has come in. I'm still stuck on the same shift with a manager i don't like. I spoke with the Operations manager who is above him and he said there would be no problem. However that was October and nothing has been done. My theory is the Operations manager has spoke with my manager and he's told him he doesn't want to lose me and the Operations manager not wanting to rock the boat has agreed with him behind me back. Is it worth another letter to HR?
 
If your manager doesn't want to let you go for whatever reason you can't force them to and neither can hr if they have a business need for keeping you.
 
Instead of writing letters to HR that is going to get backs up and harm your case, speak to your direct manager, explain the situation and ask what you can do to make the situation happen? and keep asking, every week.
