Ongoing Problem with temporary CPU overheating (Cold boot)

Hello,

I've been faced with a problem for a few days now. For some reason when I boot my PC from a (cold boot) meaning that it has been turned off for an hour or more I seem to encounter a BSOD. It boots into the desktop fine but is running sluggish. When I open HW monitor to check my temps I noticed all my cores are at 100% and my Core temps are 100 degrees.

After running for a few more minutes the BSOD shows up and it doesn't collect data because the PC cuts out, my guess is because the CPU is running hot.

When I power back on the PC starts up just fine and the core usage is normal and so are the temps (Back under 25 degress) also the CPU it water cooled.

I find this very confusing as it only seems to happen after the PC has been shut down for about an hour or so, yet if I was to restart or just shutdown for 10 minutes it will boot up normally with no problems.

I hope that someone can shed some light on why this is happening as it is becoming extremely annoying to have to boot up, then quickly restart before the BSOD and then wait for another boot up again.

OS: Latest version of Windows 10

Gigabyte X97 Gaming 3
i7 4790K 4.4ghz
16GB Kingston 2400mhz
MSI 980 4GB
250 Samsung Evo SSD (Main system drive)
4TB Seagate Internal as cold storage.
