Online tape measure?

Why oh why would you want such a thing? I mean honnestly what posible use could it be?

Get up, go to shop, by tape measure or rule and measure what ever you need to accurately without scratching your lovely monitor.

How is that easier?

Just because something isn't useful for you, doesn't mean it isn't for other people.

it's impossible to do surely though as an online ruler will only display in pixels and each monitor has differnt pixel density, e.g. my 24" has as many pixels as a 22" monitor so the ruler will display different sizes
