Only getting 40-50 fps, but nothing is running at 100%?

Running Sleeping Dogs and only getting 40-50fps..
Yet my CPU is running at 70%
My GPU at 75-80%
and RAM at 30-40%

I'm totally lost as to why I'm not getting more, any ideas?

i5-650 @ 3.2GHz
GTX 560 @ 850MHz
8GB RAM

I have the ASUS GTX 560 DirectCU II OC, running Extreme (Ultra) with Anti-Aliasing = Normal, V-Sync = Off & Res = 1680x1050
 
Try overclocking you CPU...if you see increase in frame rate and GPU usage after that, then you would know whether or not if your CPU is bottlenecking your GTX560Ti.

"On release date the game had a lot of issues: settings not saving, crashes to desktop, poor performance (for both AMD and nVidia Cards), unresponsive UI and other game breaking glitches, bugs etc. In a a week, the developers have updated the game to 1.4 which fixed some of the issues."

So it could be just problem of the game itself for not using your hardware fully.

Thanks for the replies guys. It appears to be the game, as I overclocked my gpu and saw no fps improvement (cpu still at 70%). On the bright side, game runs smooth enough and is playable :D

That is running at stock, I have the ASUS overclocked addition (850MHz). Getting anywhere between 40 and 55, I would say average is 49-50. I would under-clock and let you know, but I'm off to work. I could post back latter on tonight if you wish to know?

According to that review I posted earlier, I think you could try using high instead of extreme settings, and make sure you are not using SSAA but only normal AA. That should give you some performance boost, while graphic quality wise probably won't drop much to the point of making you really noticing it. If your eyes can't really tell too much of difference between extreme and high graphic quality, you might as well run the game on high if it would give you much more consistent frame rate.

Also interestingly, the game seem to have higher CPU usage for high setting comparing to extreme settings lol

Performance is great -- it did bring my GTX 570 down to 15fps when maxed out, but reducing AA from Extreme to High fixed that and gave me a steady 40fps. Turning off ambient occlusion put me up in the 70 to 100 range. However, at some points when driving at high speed on the freeway, even though the FRAPS framerate counter remained firmly in the high 30s the picture appeared to chug and stutter for a few seconds. Not sure what that was about, but it was annoying.
