Only seeing 3GB RAM

Ok, I have a MSI RD480 Neo2 board running supposedly 4GB of Corsair Value Select PC3200.

However, the BIOS is only recognising 3GB and only seems to be runnig at 333Mhz not 400.

After a visit to MSI's website I see this:

Due to the High Performance Memory design, motherboards or system configurations may or may not operate smoothly at the JEDEC (Joint Electron Device Engineering Council) standard settings (BIOS Default on the motherboard) such as DDR voltage, memory speeds and memory timing. Please confirm and adjust your memory setting in the BIOS accordingly for better system stability.

Is this a reason why I could be having issues? If so what timings do I run?

what OS are you running?

Doesn't matter, the bios should still see it all whatever the os.

Try the sticks one at a time to see if one is dead first.
