It's a networked PVR (Tivo) - the only I/O is via LAN (or serial, but that involves faffing about with wires and whatnot).

I suppose I'm looking for something that cycles through IPs in a range, returning the IP that gives a positive response. I know you that some routers have this facility, but I'm not aware of any apps that mimic this.

Ping the broadcast IP and look for a response from an IP that isn't accounted for (or look at the ARP cache)?

Yeah should be goto 20

Download something like angryip scanner and scan the network.

you could use 'net view' to get its name and then ping whatever its name is.
