Open frame psu - faulty but not completely dead!

I have an old Yamaha CRW8424SX here that I want to refurb. Basically strip the old drive out and fit something better and then use it on an Amiga 1200. It has an open frame psu board inside that supplies 5v and 12v (4pin molex) to the drive and fan.

The faults are (power applied and power button pressed):
Fan spins
Dead cd drive that "Ticks" constantly?

If I pull the power lead and immediately press the cd drive eject there seems to be just enougth juice left for it to work for a split second.
I have checked the few capacitors it has, none are bulged or leaking (could well be dead afaik) there are no burnt bits, no nasty smells etc.

I have been told the cd-drive was tested and worked on another psu. I even tried an old IDE cd rom just to see of the psu would kick into life but the same symptoms.

Anyone have any ideas?
 
Post a pic of the PSU.
Basically you need to verify that the 5v and 12v is present and is at the correct level, in order to do this you need a multimeter, a cheap one can be had for less than a fiver.
 
Right I cracked out the digital multi-meter and found this with or without the cd drive attached:

5v - 5.26

12v - 10.18 (it hovers around this and 10.22)

If I pull the power cord whilst still on the cd-rom tries to kick in and the reading on 12v goes up to 11.83 for a split second.

I have now pulled the board out and will get some high res pictures done.
