is there any Open world strategy games???
not multi players.

somthing i can play ones a week and when i log on the world hasn't changed and have been left behind.
TBF any format..

there used to be a game where you would take over planets and use them for resources to build start ships to.. take over more planets and so on.
the AI's would fight back..

Im board of the closed world like ashes and stuff like that.
dose Star Citizen have a one player mode? somthing like that..
or ever a C&C type game thats just open and you take over the world as you please
 
Rimworld for on-world survival strategy colony sim, good fun and easy to sink dozens of hours in.

Stellaris is one of the go-to space strategy games, does everything you ask.

Sins of a Solar Empire also ticks the boxes. Likewise with Homeworld (remastered versions are around, and the next installment isn't too far away).

If you want more on-world type things, then take a look at any of the Total War games, they have many different themes / lores to dive into from Warhammer to Romans to Napoleon.

Medieval type themes take a look at Mount and Blade: Bannerlord. Single player strategy with a full political and resource economy that you can really sink your teeth into and play however you like - rose through the clans to become the leader of a Kingdom or Empire, or sell your sword as a band of mercenaries. Good fun and quite a bit of modding potential too
 
Stellaris & Sins of a Solar Empire were my first thoughts to be honest as well.
Kenshi - mentioned a few times looking though
X4: Foundations - i think this meets your criteria and you machine looks like it can handle it.
