OpenOffice 4 and Excel files

I have an issue where I am using OpenOffice 4 and someone is sending me an Excel file in 97-2003 version. When the file is opened it display correctly however I cannot edit the file.

It is almost like in newer versions of MS Office where you receive a file and it is locked until you click Enable Editing.

So does anyone know how to unlock this file or why it is happening.

Google search seems to be far too many hits about password protected but this file is apparetnly not protected like that.

After opening the file in OO save it as a new file. Then check if the new file is editable.
