Firstly I think this is possible but haven't been able to get it to work.

I have a Linksys wrt1900acs V2 with DD-WRT installed on it that i use as a VPN client with Nord VPN so that all devices run through the VPN when connected.

Occasionally, I need to connect to home when I'm out so need to run a VPN server. To do this, I was trying to use a rasperasp pi 3. I installed pivpn and set it all up, downloaded the ovpn file to my device and tried to connect with the openvpn app it won't connect with the openvpn Client rubbing, if I turn it off I can connect fine.

Is the issue the vpn client as my public IP address has changed? (I use no-ip as I don't have static from BT). Is there anyway to get this to work with the VPN client running as well?
 
Guesswork, but... the VPN client on the router may be blocking the VPN pass-through you need to connect to the pi behind the router.

Could you use a different protocol for you dial-in VPN? If you dial-out is using OpenVPN and dial-in is using L2TP/IPsec or IKEv2/IPSec you might have better luck.
 
I don't know much about open VPN, just enough to get our working but I'm sure that the client is preventing the connection as I can connect with no client running. I'll try with ikev2/ipsec to see what happens.
