If your CPU_OPT has 'Speed control' marked on Pin 4 then it is a PWM controlled connector. If it says VCC, 12V, 5V or pretty much anything else for pin 4 then it isn't a true PWM connector. If it only says Speed control on 2 then it is a voltage controlled header.
A lot of the time the only PWM enabled header is the CPU. I'm not sure why motherboard manufacturers do this. Surely with so many PWM fan and pump options why limit the PWM controller to just the CPU Fan.
I have a Recon controller, have had it for many years and it's been years since I've actually touched it. It just works, then I have just 3 pin fans attached to it. I'm not sure whether it'll work very well for a PWM pump, especially one that draws up to 23W and is fitted with a Molex connector.
If you only have one PWM source then you could split this with a splitter cable.
