Ordered a PC - forgot to remove windows 10 option

Depends what stage the order is at and assuming not having an OS is an option for the build. If you purchased it here then post a webnote or in the customer service section of the forum.
Normally the terms and conditions for software is that they are non-refundable once activated, installed or opened by the customer but some places might refund you just to save hassle.

get on the phone. if within 24-48 hours then system might not of been built or on the build stage without software install
