OS wont install...HDD problem?

Hi,

My new computer begins the installation program of vista then suddenly restarts after the initial loading of the CD.

Also, when it doesnt boot onto the CD first i get a message saying BOOTMGR is missing.

Is this indicative of a faulty HDD? ive tried different cables, different sata ports and nothing is letting me install my OS, i have even tried two diff cd's of vista

oh and this is a 150gb raptor on an in9 32max
