Toast 7 Titanium will do that for you 
Toast is quite expensive so another option you can do is purchase the Flip4Mac codec pack (which is fairly cheap) which will allow you to edit avi files in iMovie, once you've imported them into iMovie it'll let you export them into iDVD, and you'll have your option to create a DVD of your avi file(s)
