Planning to hook up an external USB hard drive to a mac mini when I get round to buying one. The drive has to be accessable from windows (bootcamp) and osx.

FAT32 is horrible, so lets ignore that one :p

EXT3 you can easily get drivers for windows, is it possible in macos?

Either that or can you get hold of free HFS+ drivers for windows?

Free HFS+ drivers for Windows is a no. Your only option here is MacDrive ($50), and this actually works properly.
Free wise, EXT3 in OSX is possible, but a right pain in the rear. This is the Sourceforge page in question- http://sourceforge.net/projects/ext2fsx/
You'll want the latest development version & plenty of command line experience to really consider doing it this way.
A port of the FUSE filesystem drivers (NTFS) is available here http://osx.iusethis.com/app/macfuse , but again is going to be somewhat of a pain in the rear to use.

/Faints- OSX user prepared to use the command line properly ;)
Either of those should do you fine then, but be prepared for some kernel panics from them, as they're not 100% stable. I'd also follow a decent backup regieme for the same reasons.

might just use fat32 i guess, and keep any 4gb+ files (should I actually get any) on the internal drive.

I <3 command line, I hate the people who call themselves administrators and have never even typed "ls" before.
