other users recycle bin

How do you empty other users recycle bin? I deleted files on a usb hd. Then did a fresh install of Windows but I forgot to empty trash before wiping

If you did a fresh install of Windows it should have removed them when it installed.

The other hd was disconnected prior to install

In windows explorer, go in to the folder options and uncheck "hide protected operating system files". Then browse your drive and you'll see a recycle bin folder at the root. With admin rights, you can browse the folder and delete the contents.

Could also delete dir in Linux or android TV box
