Haven't been following hardware trends too much since my last PC build in 2016, my other half has agreed to an (around) £1500 build as an early xmas present!! I have a general idea of what I want (below) but I am open to suggestions. I am looking to game at 1440p on as high settings as possible.

AMD Ryzen 7 9700X
ARCTIC Liquid Freezer III 360
Gigabyte X670 GAMING X AX V2
Corsair Vengeance RGB 64GB (2X32GB) DDR5 PC5-44800C32
Kingston NV3 2TB PCI-e 4.0 NVMe M.2 Solid State Drive (SNV3S/2000G)
MSI VENTUS 2X OC GeForce RTX 4070 12 GB
Lian Li LANCOOL 216
be quiet! Pure Power 12 M 750W ATX 3.0 80 Plus Gold Power Supply

I am 100% flexible on the MB (anything except Asrock, and with RGB Headers), RAM, PSU, SSD, these were just decently priced parts I have seen. Does the build make sense as a whole?

if it's a gaming rig, I might stump up a bit more and get the 9800x3d and be done with it, that'll do you to forever at mo...well, till the next one comes out. Regarding gpu, the 4070sup is 16% faster and 10% more expensive...normally you'l find the ratio the other way round when you go up the stack
prob my pick at mo https://www.techpowerup.com/gpu-specs/geforce-rtx-4070.c3924
kingston nv3 640tbw endurance 6000/5000 speed. I prefer the Teamgroup g50 for £110 with a 1300tbw endurance..slightly slower but you wont notice 5000/4500 speed..or just go straight for speed and endurance with the kingstoin fury renegade with 7300/7000 and 2000tbw endurance for £133 reduced from £175 atm
gigabyte x670 ax is about £250? might as well go X870..that'll generally have wifi 7 and 2 usb4 usb c on the back for same price or less..if spending same amount the msi x870 tomahawk has a pcie5 gpu slot, 2 pcie 5 m.2 slots as well as 2 gen4 slots. 2 x usb40gbs(typec) 1x usb20gb(type c) 7 usb5gbs type a and 8 usb a ...also has an led bedug display on the mobo...was going to suggest the asrock rs wifi for £220 as decent budget but you said no asrock. the x870 gaming x wifi 7 is probably the replacement for the x670 board you chose, but just updated
if you staying 4070s prob dont need pcie5 gpu slot, so could just drop to a b650 board and save £100

These are kind of rare choices because X670 (unlike X670E) lacks PCI-E 5.0 graphics, so you're mainly paying (over B650) for the ability to have 4x M.2 slots.

AMD Ryzen 7 9700X
I quite like this CPU for the price and the single thread performance, but needless to say the X3D CPUs are more popular and for good reason. Ideally, I'd look for a deal on a 7800X3D, since they used to be priced quite close to this CPU until they took off north of £400.

AMD Ryzen 7 9700X
ARCTIC Liquid Freezer III 360
You can cool 8 core Ryzen CPUs with a £23 (@ OCUK) Freezer 36 and pretty easy with a peerless assassin or phantom spirit, so there's some easy savings there.

Kingston NV3 2TB PCI-e 4.0 NVMe M.2 Solid State Drive (SNV3S/2000G)
Not really a fan of these NVx drives. Kingston don't state what the components will be, the warranty is 3 year (most drives are 5) and the endurance rating is a fair chunk lower than what a competing TLC drive would be.

I'd suggest going for the Fury Renegade (because it seems to be on offer lately), which has DRAM and guaranteed TLC memory. This is reflected in the endurance that is rated over 3x the NV3 (in the 2TB capacity)!

Just some suggestions that may be cheaper (note the Phanteks doesn't support roof mounted AIOs, so better for air cooling):

My basket at OcUK:

Total: £146.52 (includes delivery: £11.98)

Cool, thanks. I deffo don't need 4xM.2! I will see what I can find for the B650. I always assumed a AIO would be better for a Newer CPU. Worth it for a X3D CPU you think?

I will switch out the SSD, see what I can find. Happy to switch the PSU, thanks.

Havent seen a X3D CPU for less than £420, I know they are amazing but it really spikes the budget.

Thanks for the SSD Advice, deffo need to pick something else.

Wifi not important but USBs are I will take a look. I think a B650 sounds better. Cant afford more than a 470, but need to look at Supers.

Sorry, couldn't work out whether you wanted rgb or no.c3 casewill show off your hardware and fans included, slightly cheaper than the non rgb variant of the 216..the rgb variant is £109 though. 216 is an excellent case though
7800x3d is too expensive at the moment, just £20 cheaper than the 9800x3d which was just launched and has sold out(why it's so expensive as those desperate to get a x3d and don't want to wait just pick the 7800x3d instead..but 6 weeks ago it was down at £320 for a guide...just here as a place setter so you know price) 7800x3d still 2nd best gaming cpu you can get, 9800 variant just better 11% better on av and also much better productivity wise too...beats the 9700x in that regard
hyas to drop to b650 board to keep cost down a bit and added 64gb ram that you wanted, keeping it 6000c30 speed/latency
7800x3d and the 9800x3d are efficent and dont require anything special in cooling, so a decent air cooler will do..non rgb varian is £22, but just turn rgb off if you don't want it..the fans cost £30 for a triple pack anyway
4070super as i discussed above with a 850w psu atx3.0 as on offer

I will see what I can find for the B650.
I'd start from the cheapest ATX board that OCUK sell (B650 Eagle AX) and see if it misses anything you want. The most notable thing it doesn't have is 2.5 Gb LAN (1Gb only).

I always assumed a AIO would be better for a Newer CPU.
They're hot running (so a custom fan curve helps), but also pretty low power, so a decent air cooler is more than enough.

Worth it for a X3D CPU you think?
If you can get one for a better price, absolutely (like £350 or less I consider a no-brainer), but anywhere near £450 is pushing it.

If you play games like MMOs, sims, racing: the benefit can be very large (hard to replicate with anything else, e.g. RAM comes nowhere close), but some games show much less.

It is worth noting that the X3D's care less about RAM speed too, which is a relatively small saving for the most part, but they still give you superior performance with e.g. a 7800X3D with 64GB 5600/C36 £150 kit versus a 9700X with a 64GB 6000/C30 £200 kit.

Although I REALLY want the PC, I am happy to wait for price drops to get the best spec. I know there is always something better on the horizon, but I think an x3d CPU is sounding like a good plan and then lower the otehr spec to make up the difference.

if it's gaming, id save money and drop to 32gb ram personally..you can save close to £100 there. only a few specialist games that use more than 32gb, and none that i play come close to maxing my 32gb..go down to the g50 ssd for £110 and save another £20, and price is £1542..either wait for the 9800x3d to come back in stock or wait for the 7800x3d to drop...2 days ago it dropped below £400 again, now back up..personally think £350 .£375 before i'd consider it, the 9800x3d is just better
or you can get 48gb ram kits for £150 odd...compromise

The difference they make is probably worth waiting for in the long-term (especially if you play games that love them), so I agree if you can stomach it. If not, the 9700X is still a really good performer.
