with thats what now so would someone be able to spec me a computer for 900-1000 please? don't need monitor, dvd drive, mouse etc and it would mostly just be for games

also, why are ATi cards so much cheaper than Nvidia at the moment? Are they about to release something new?

ATi wont be releasing any High end cards soon, nVidia are way ahead in terms of high end cards

Cos dey slowar. 3850 and 3870 are both still decent if you want ATI and get a nice deal, far from being dead in the water.

PSU + case love you long time, rig in case not so much. Though you could run that on the HX520 or even VX450 but I'd get at least 520 as an investment for the future and a bit of headroom for upgrades and clocking.
 
If you want to use all that memory then Vista 64-bit. But I would suggest you make sure there are drivers and patches for all the critical software and hardware you intend to use with it (all the hardware in the PC spec above should be fine, I mean scanners, printers, accounts software, programming tools etc).
