On a serious note it would be great to 100% confirm the area info as it could sit virtually next to him if it's deemed back instead of side lol
 
have a look on some old maps for the foot print of your house. Or you can trust me your details and I`ll have a look for you. I cant see from the picture if the house to the left has the kitchen sticking out. I think to be honest though where it is now is always going to be considered on the side of the house, moving it as you suggested to behind the outhouse and away from the wall might work. I think this is also what the planner is trying to get you to do to appease the dude that complained.

Lots of talk about permitted development, have you checked to see if that has been withdrawn or not on your plot? My new house has specifically had permitted development withdrawn, and most house around here are the same (due to proximity to a conservation area). I found this out in about 30 seconds on the local council website, they had a map.
 
permitted development is valid in my conservation area, I checked this an the planners confirmed so.

I checked the next area from me and they have it pretty rough, like you say all permitted development rights have been revoked, even a small shed for them in the back needs planning permission in their conservation areas.
